Actually Caldari ships have the same cap size as the Gallante do. So they do in fact get hit twice as hard by the MWD penalties. It's only on the BS's that the caps are more varied.

Merlin is what I consider the 800 pound guirilla of frigates, it is highly underestimated because of its low speed and high mass. 5% bonus per level to shield cap, means at level 4 frig with level 2 or 3 shield management you have over 400 shields...
